For families that come from other neighborhoods that are moderately destroyed, I think we can expect that many of them will try to go back and they'll do the best they can to try to rebuild.

The military campaign will have achieved a great short-term success, but perhaps little else of enduring impact.

We're literally talking in just a few months about doubling the number of families who are displaced in the country, we're trying to pre-position supplies and develop contingencies for all of those areas and we're doing so with 30 percent of the appeal that we've asked for.

Thousands of homes have to be rebuilt, thousands of buildings have to be rebuilt. The total cost of reconstruction in Ramadi is huge.

At the rate that extraction is going with the limited capacity that exists, it will be up to nine months before the area of Tamim is cleared.

We're incredibly worried about the unconfirmed reports of people dying because of lack of medicine and widespread hunger.

Restoring infrastructure is hugely important, but the decisive factor in getting people to return is when they think security is in place.

In the months ahead the humanitarian situation is going to get worse ... By the end of 2015, 10 million Iraqis are likely to need some form of life-saving assistance.

We know that in the next couple of months the humanitarian situation is only going to get worse, right now our biggest problem is financing: we're running out of money.

Many of us had hoped the situation would have improved in the past year (and) that we would be in a position where displaced families were headed home, we're not anywhere near that.

Our top priority is delivering life-saving assistance to people who are fleeing -- food, water and shelter are highest on the list of priorities.
