For the past 24 hours North Korea's connectivity to the outside world has been progressively getting degraded to the point now that they are totally offline, there's either a benign explanation - their routers are perhaps having a software glitch; that's possible. It also seems possible that somebody can be directing some sort of an attack against them and they're having trouble staying online.

With all of the pent up demand in Cuba, I think companies would line up around the block to get in to provide service in Cuba, mobile operators with experience fielding a network in the developing world would be a good fit. They will bring the equipment they need.

All I can say is that in the last 24 hours, their communications have been degraded to a point where they are unable to communicate. They have disappeared from the global Internet presently.

Usually there are isolated blips, not continuous connectivity problems. I wouldn't be surprised if they are absorbing some sort of attack presently.

I don't think there's anything that would make us think that this is accidental.

I don't know If I've seen an outage like this before from a major internet firm.

There is no error-free internet, so the measure of success is how quickly a major internet firm like Fastly can recover from a rare outage like this.
