Giving Ceballos home incarceration and Baduel parole are positive gestures the government is making that can dampen some criticism, of course the elephant in the room is the incarceration of Leopoldo Lopez but the government does not appear willing to cede on that point for the time being.

In all situations of transitional justice there is a really difficult issue and that is that fighting against impunity and facilitating a transition often work in opposite directions.

While the verbiage sounds like this is an attempt to replace the National Assembly, it looks like it will be a body that works at a lower level to distribute resources to communes and communal councils, of course the optics of this are alarming ... (but) I doubt it will seriously impede any functions of the National Assembly.
