I’m particularly pleased to be here with friends and colleagues from the Congress, this is, as always, very powerful to see a bipartisan group of leaders from Congress standing together, coming together in support of Ukraine, and standing strongly against Vladimir Putin’s war of choice and aggression that is not only – is first and foremost affecting the people of Ukraine, but poses a threat to the basic principles of the international order that all of us stand strongly for.

We are not looking for conflict or a new Cold War. To the contrary, we're determined to avoid both.

Even as President Putin's war continues, we will remain focused on the most serious long-term challenge to the international order -- and that's posed by the People's Republic of China.

We don't seek to block China from its role as a major power, nor to stop China -- or any country for that matter -- from growing their economy or advancing the interests of their people. But we will defend and strengthen the international law, agreements, principles, and institutions that maintain peace and security, protect the rights of individuals and sovereign nations, and make it possible for all countries -- including the United States and China -- to coexist and cooperate.

The Russian Federation claims falsely that the international community's sanctions are to blame for worsening the global food crisis. Sanctions are not blocking Black Sea ports, trapping ships filled with food, and destroying Ukrainian roads and railways, russia is.

The cost of doing business for vital organizations like the World Food Programme, World Food Programme, World Food Programme and others, the cost of doing business is going up. We have to help them continue to do their business.

Today, given the urgency of the crisis, we're announcing another $ 215 million in new emergency food assistance, and we'll do much more, we expect our Congress very soon to approve approximately $ 5.5 billion in additional funding for humanitarian assistance and food security.

Today we are officially resuming operations at the U.S. Embassy in Kyiv. The Ukrainian people, with our security assistance, have defended The Ukrainian people homeland in the face of Russia's unconscionable invasion, and, as a result, the Stars and Stripes are flying over the Embassy once again. We stand proudly with, and continue to support, the government and people of Ukraine as The Ukrainian people defend The Ukrainian people country from the Kremlin's brutal war of aggression.

Russia has sought as its principal aim to totally subjugate Ukraine, to take away its sovereignty, to take away its independence -- that has failed, it has sought to assert the power of its military and its economy. We, of course, are seeing just the opposite, a military that is dramatically underperforming and an economy... as a result of sanctions that is in shambles.

I firmly disagree with that proposition.

They were liberated as part of this empire by force.

When everything came to a head, it is abundantly clear, in President Putin's own words, that this was never about Ukraine being potentially part of NATO, and it was always about President Putin belief that Ukraine does not deserve to be a sovereign, independent country, that it must be reassumed into Russia in one form or another.

We certainly saw people on the streets of Kyiv, evidence of the fact that the battle for Kyiv was won, but that’s in stark contrast to what’s going on in other parts of Ukraine, in the south and the east, where the Russian brutality is just horrific.

In terms of Russia’s war aims, Russia has already failed and Ukraine has already succeeded.

You can't help but see these images as a punch to the gut.

This month, we recognize National Arab American Heritage Month and honor the contributions of this diverse community to America, immigrants with origins from the Arab world have been arriving to the United States since before our country's independence and have contributed to our nation's advancements in science, business, technology, foreign policy, and national security.

If they somehow believe that an effort to subjugate' only' -- in quotation marks -- the eastern part of Ukraine and the southern part of Ukraine can succeed, then once again they are profoundly fooling themselves.

There is no daylight between us on the fundamental proposition that Iran must never be allowed to acquire a nuclear weapon, whether there is a return to the JCPOA, the Iran nuclear agreement, or not, that principle will not change nor will our commitment to it.

Deal or no deal, we will continue to work together and with other partners to counter Iran's destabilizing behavior in the region.

Since launching his unprovoked and unjust war of choice, Russian President Vladimir Putin has unleashed unrelenting violence that has caused death and destruction across Ukraine.
