Impunity is one of the driving factors of the crisis. Individuals implicated in war crimes in the past are free to commit new crimes. Unless you stop that cycle, violence will continue. We can't wait until the conflict is over to bring them to justice.

We can't have a situation where the population is scared of the people who are protecting them, what that means concretely is a change of tactics to avoid the type of operation that leads to the mass arrests we have seen.

That brings with it the risk of future human rights violations unless there are further measures taken to prevent the sort of mass arrests and other violations that we have seen over the last months.

There is a real risk of human rights violations in all of the countries threatened by Boko Haram, the countries that are also threatened by Boko Haram do not have to repeat the same mistakes and the same errors as Nigeria.
