The terms of the drugs debate are changing in Mexico and the rest of the world.

Our country has suffered the harmful effects of drug-linked organized crime. Thankfully, a new global consensus is gradually gathering steam in favor of a reform to the international drug regime, instead of criminalizing consumers, it will offer alternatives and opportunities.

I am giving voice to those who have (in public forums) expressed the necessity of changing the regulatory framework to authorize the use of marijuana for medical and scientific purposes.

We should be flexible to change that which has not yielded results, the paradigm based essentially in prohibitionism, the so-called 'War on Drugs' ... (which) has not been able to limit production, trafficking nor the global consumption of drugs.

Sadly, the air quality, particularly in the Valley of Mexico, has been badly deteriorating over the last months and years, we need to go further, be braver and particularly be more determined to make sure that from now on, and over the next years, we avoid having a contaminated atmosphere that puts at risk the health of the people who live in this great megalopolis.

Despite low international oil prices, the world is trusting and investing in Mexico, this is not the time to stop. This is the time to move forward.

This opening to imports of third parties is a forceful action that will spur a high level of private investment.

We'll need to establish a debate ... and the federal government is open to that, so that along with the legislative branch, we work together, creating specialized forums, which will allow us to have a much clearer, more open position of the horizon that's coming.

Both governments have agreed to set about creating conditions for more Mexican companies to invest in Cuba.

This does not mean that you can freely commercialize, consume and legalize the consumption of marijuana.
