The counterterrorism component works just fine to go after the high-value targets and key leaders.

We expect that we'll see the effectiveness of this force improve over time and ultimately that they'll be able to take back the population centers and the municipalities.

While I leave the institution with a heavy heart, I know it is best for all concerned in this moment.
