Members of Congress are absolutely immune for anything they say on the floor of Congress, if Rand Paul wants to stand up and disclose the name, even if it's otherwise unlawful, Rand Paul's going to be protected.

I don't know whether an inspector general qualifies as a law enforcement officer under this or not.

I would have thought that The Justice Department had looked at all possibility of criminal liability before determining there was nothing to investigate here.

He's really shown himself to be principally focused on defending the president.

There's nothing he can do about that.

I don't know that the department has ever encountered this situation where the reason a person isn't being charged with a crime is that the person is immune by virtue of his office and is subject to impeachment as a result, the more damaging the report is to the president, the greater the pressure is on Barr to release it, and paradoxically of course, if the report completely exonerates the president, then the president should want it released.
