It wasn't about Russia conducting any low-yield tests but that Russia may have the capability for doing so.

One would not anticipate that North Korea would go for new testing at a time when they are engaged in discussions with their brothers from the South, in the 21st century, they are the only country to have conducted a nuclear test explosion. In the 21st century, the world is too civilized for anyone to resume testing.

If we've been doing this for 19 years, and we haven't found a way to accelerate the entry into force, we should reflect on whether (that clause) achieves its goal or not.

I think it's about time that they used a similar model of discussion like what happened in the Iran deal to reflect on the future of the CTBT - if any.

First everyone talks about enrichment, but before we discuss this enrichment, let's get this treaty into force so that we don't even think about the process towards developing nuclear weapons.

We've developed a system in a way that our detection capability ... can detect low-yield material, a low-yield explosion, better than what was anticipated when the treaty was negotiated.
