The whole idea that presidents -- whether it's President President Donald Trump, President President Sanders or President Sanders -- can declare an emergency and somehow usurp the separation of powers and get into the business of appropriating money for specific projects without Congress being involved, is a serious constitutional question.

I wouldn't go so far as to say he's blessed it, but sometimes those sorts of things have a way of breaking things loose that are otherwise stuck.

I think it's always better to have the advice and consent of the Senate and have people that have been thoroughly vetted and confirmed.

Well it's extremely awkward to be talking about such private matters on TV.
