We've found that in many cases these programs actually serve a very useful purpose. What is needed, however, is much greater consistency in oversight of these programs.

This arrangement will facilitate the travel of millions of U.S. and Chinese citizens, furthering the trade, cultural, and people-to-people ties that form the foundation of our bilateral relationship.

The president’s hope is that Republicans don’t use this as an excuse to not work with us on other issues.

The one thing that I do want to make clear, though, is, this review does not include a reconsideration about longstanding policy of the United States government that ransoms should not be paid to terrorist organizations that are holding hostages.

We don't want to put other American citizens at even greater risk when they're around the globe. And that, knowing that terrorist organizations can extract a ransom from the United States, if they take a hostage only puts American citizens at greater risk.
