There is no question that escalating violence could get what the rioters want. Not from the government. Not from the society at large, because violence will only lead to more violence and once we satisfy the rioters because they have resorted to violence, I can assure you that more violence will follow.

The radical behavior of rioters took Hong Kong through a very dark night, leaving society today half-paralyzed, the extreme violence clearly illustrated that Hong Kong's public safety is widely endangered. That's the concrete reason that we had to invoke emergency law yesterday to introduce the anti-mask law.

Almost all protesters wear masks, with the intention of hiding their identity. That's why they have become more unbridled, we can't keep the existing regulations idle and let violence escalate and the situation continue to deteriorate.

I understand that a lot of people have lost confidence in me, no matter where you stand politically, I understand people are anxious, worried and maybe even angry.

This is not a political or a PR show but to seek change. We hope this change will shape a better Hong Kong. While this change might be difficult, I believe we should start now, the dialogue is aimed so we can change, the aim to change is so Hong Kong, the city we love can become better.
