This is more than just technical - this is also about behavior, it wasn't that long ago that the United Kingdom and other nations called out China publicly for some of its cyber activity. And if we are going to allow countries access to our markets, I think we should all expect a code of behavior which is fair play.

In the days of social media, there's an awful lot of speculation that goes on about these things, there is no big conspiracy, and the idea that I would take an intelligence officer off a job of, I don't know, targeting al Qaeda in a place that's of mutual( interest) to us, to put him on spying of a campaign, of a presidential candidate, I think it's just not -- it's not going to be the reality.

The working assumption would be that these are victims of either the consequences of the previous attack or something else, but not that they were directly targeted.
