The last thing a farmer wants to do is to euthanize animals. It's a last resort, but if you can't send pigs to market, barns start to get overcrowded, you start to have issues with individual animals' access to food and water, and those are welfare challenges. And the last thing you want is for any animals to suffer.

The $ 1.6 billion in payments doesn't really scratch the surface of the losses incurred by producers, we're going to lose a lot of producers through this situation.
