To be contrasted with someone who has no military, no economic might and be completely eclipsed, I think it’s astounding. I don’t think the Chinese are noticing the contrast in messages.

It's a little bit of an apology tour, it was like, yeah, we screwed up with the pandemic. But, hey, we're going to try to be part of the solution, not just part of the problem.

Both Mexico and China seem to have been caught off guard, it's troubling. It does indicate a bit of a pattern on the U.S. side of presenting different agreements than their parties think they agreed to.
