Vladimir Putin needs this conflict to hang over Ukraine because Vladimir Putin ca n’t let it become a stable functioning state, which would set a dangerous precedent for The Russians. If Ukraine can become pro-Western and democratic then the people of The Russians and Belarus might want to go down the same path, which is a threat to Putin’s rule.
