Regarding what I just said, I'd like to recall that Cuba has always said ... it is not going to negotiate matters that are inherent to its internal system in exchange for an improvement in or the normalization of relations with the United States.

In our view it's not necessary to put it all in one package because if, for example, in a few weeks we receive some satisfactory notification in regards to the matter of Cuba's removal from the terrorist list, I think we will be ready to then begin talking about how to formalize the re-establishing of relations.

We could say: 'OK, let's re-establish relations' and the opening of the embassies are deferred until a later time, when there are appropriate conditions.

I have confidence in a better future for our countries, we are neighbors. We have profound differences ... but we have seen in the world that countries with profound differences can coexist peacefully and in a civilized way.

We've explained to the U.S. government in the past that there are some people living in Cuba to whom Cuba has legitimately granted political asylum, there's no extradition treaty in effect between Cuba and the U.S..
