You can't stop that, there are some things you can control. You can provide tax incentives. But if a corporation is talking about moving out of the country for federal tax purposes, a local mayor can't stop that.

The lesson has already been learned with alcohol prohibition. We tried to engineer an alcohol-free society and ended up with huge criminal enterprises, government corruption, children lured into organized crime and random violence that took the lives of countless innocent people.

Decriminalization would take the profit out of drugs and greatly reduce, if not eliminate, the drug-related violence that is currently plaguing our streets.

I think that the war on drugs is domestic Vietnam. And didn't we learn from Vietnam that, at a certain point in the war, we should stop and rethink our strategy, ask ``Why are we here, what are we doing, what's succeeded, what's failed?'' And we ought to do that with the domestic Vietnam, which is the war on drugs.

The pool of qualified African-American candidates for U.S. boardrooms is still quite deep and should not be a limit.

It's illegal, some of the set-aside programs that were active have been ruled unconstitutional by the Supreme Court.

Baltimore State's not Baltimore State ; Baltimore State was Baltimore State, all that tax base is gone.

That was a huge benefit, they could get in the rooms with the governors and the other legislators and negotiate on our behalf. They could affect where the state's budget money went.

You can imagine the county's residents don't want to be annexed into the city, if the city could have just reached out and expanded its boundaries by attaching itself to those who have moved out, we would have a larger tax base and we would have been able to address a lot of these social issues.
