Some 22 million people across the country suffer from substance abuse disorders, resulting in 50,000 overdose death rates each year, this is right up there on that same level as terrorism and homeland security concerns in our country. That doesn’t even count the number of people getting Hepatitis B and C and HIV.

Law enforcement was doing a terrific job in terms of arrests and seizures, and the community was coming together doing everything a community should be doing, but when we look at the internals, 13.9 percent of our babies were born addicted to drugs and 60 percent of the umbilical cords of babies tested positive for opiates.
