The people of Falluja are besieged by the government, trapped by (Islamic State), and are starving, the warring parties should make sure that aid reaches the civilian population.

The humanitarian picture in Falluja is bleak and getting bleaker, greater international attention to the besieged towns and cities of the region is needed or the results for civilians could be calamitous.

While the coalition may have sophisticated weaponry and U.S. support, its commitment to the laws of war is rudimentary at best.

Iraq can't win the fight against ISIS's atrocities with attacks on civilians that violate the laws of war and fly in the face of human decency, militia abuses are wreaking havoc among some of Iraq's most vulnerable people and exacerbating sectarian hostilities.
