It fits the propaganda narrative of Beijing that the West is out to bully China, that the West wants China contained, and that therefore it is necessary for the party to be in charge so China can be strong and can stand up to the bullies.

The reality is that they will be serving the Chinese government, the government now tracks people, apps on phones reveal who you are, where you are. They are intrusive.
