I would not allow CIA to undertake activity that I thought was immoral, even if it was technically legal. I would absolutely not permit it, cIA must undertake activities that are consistent with American values. America is looked at all over the world as an example to everyone else in the world and we have to uphold that.

While I won't condemn those that made those hard calls, and I have noted the valuable intelligence collected, the program ultimately did damage to our officers and our standing in the world, with the benefit of hindsight and my experience as a senior Agency leader, the enhanced interrogation program is not one the CIA should have undertaken.
